The Former President's Woke Alarm Misses The Continent's Real Danger: Technological Decline.

The recent US security policy document presents a misguided assessment of the European Union. The document asserts that open-border policies and so-called "progressive" agendas pose an grave risk to European civilization. However, this perspective is based on a fundamental misinterpretation of the reality. The actual danger facing the EU is not cultural but technological and economic lag.

The Stark Growth Divide Between the US and Europe

The data paint a stark contrast. From 2008 and 2023, American economic output surged by 87%, compared to a mere thirteen and a half percent increase for the European Union. During this time, European income per person dropped from 76.5% to just half of the US level. Remarkably, even Mississippi now boasts a greater average income than several leading EU nations like Italy and France.

Today, about 50% of the world’s top fifty tech companies are American, while a mere four are European.

The Technological Deficit: The Core Question

This widening disparity stems from superior efficiency gains in the United States, fueled by technological innovation and higher total factor productivity. The scene of world technology dominance is overwhelmingly US-centric. Over the past fifty years, hundreds of American startups have grown into enterprises valued at over $10bn, versus only fourteen in Europe.

This disparity raises a vital issue: As the competition for future industries like AI, semiconductors, and fusion energy, what is the EU stand? Most analysts agree it is largely a two-horse race involving the United States and China, with Europe entering at a significant handicap.

Underlying Factors of the Continent's Innovation Gap

Several major factors account for this innovation chasm.

  • Venture Capital: The US boasts a far deeper and agile network for financing new ventures. The EU still lacks a genuine unified investment market, a factor that limits the growth potential of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper European business. A American entrepreneur can introduce a service under a single regulatory framework to access a market of hundreds of millions. The EU, despite a larger population, is split among 27 different national systems, creating huge internal barriers.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In parts of Europe, business failure was historically met with stigma, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The US benefits from a tightly woven academic-military-industrial complex. Europe's chronic underinvestment in defense has weakened its ability in breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

In spite of these hurdles, there are causes for optimism. European leaders are increasingly aware of the severe threat and have begun to propose substantial change. Notable reports on EU competitiveness and the internal market highlight the need for major changes.

With the right incentives and regulatory reforms, these assets could support far greater levels of business-led breakthroughs.

Europe retains significant strengths: high-quality human capital, excellent schools and universities, and premier labs. Coupled with a large internal market and substantial household savings, these elements could trigger a surge of investment and entrepreneurship.

Importantly, even if Europe does not take the lead in creating next-generation technologies, it can still significantly boost productivity by adopting and adapting advancements from elsewhere.

An Inflection Point

The European Union now stands at a critical moment. As the saying goes, decline often happens "slowly, then all at once". To date, Europe's slide in innovation has been gradual. But, without bold steps to tackle its deep-seated problems, today's gradual weakening could turn into a rapid and permanent decline in world influence.
